Most political scientists in the world recognize that in the modern world of rapidly growing crises and armed conflicts, the Korean Peninsula, which was traditionally considered one of the most dangerous hotbeds of military danger, unexpectedly found itself among the most stable regions.

The solution to this paradox is simple – the impressive nuclear missile potential of the DPRK, which restrains the United States and its allies from a military adventure against Pyongyang.

After all, even such a large and powerful state as Iran became the target of attack by the United States. The Iranian people are defending themselves courageously. But the fact that Tehran did not have the opportunity to deliver a retaliatory destructive strike on US territory allowed the D. Trump administration to begin aggression against it in early 2026.

One cannot help but recall the concept of an “axis of evil” put forward in January 2002 by the George W. Bush administration, which included Iraq, Iran and the DPRK. We have to admit that the ruling class in Washington is consistent. First, he destroyed the rebellious state in Iraq in 2003, and now he has taken on Iran.

But, as we remember, the leadership of the DPRK in 2002 immediately made a fateful strategic decision – they have withdrawn from the Treaty on the Non-Proliferation of nuclear weapons and resolutely began building a nuclear shield. And it built it. Therefore, Washington cannot now attack the DPRK.

Today, the West, led by the United States, having become convinced that it is unable to stop the global trend towards the formation of a multipolar world through non-military means, has switched to a policy of massive use of military force.

The American-Israeli armed operation with the bombing of Iranian nuclear facilities in June 2025, the aggression against the leadership of Venezuela in January 2026 and, finally, the large-scale aggression against Tehran, which began on February 28, 2026, finally revealed the ephemeral nature of legal agreements, promises during negotiations, “international legal guarantees” in the modern world and confirmed the validity of the support Pyongyang on its national defense potential, including its nuclear missile component.

These conclusions were loudly heard at the IX Congress of the WPK, held on February 19–25, 2026, where a detailed analysis of the international situation and events of recent months was carried out and harsh outcomes were made: “Today the world is completely different even from what it was five years ago, and international relations have plunged into a whirlpool of chaos and upheaval. The foundations of peace and security throughout the world have been seriously shaken due to America’s hegemonic policies and tyranny, and armed conflicts are occurring one after another. The current international situation is moving in a more chaotic direction and becoming more unstable and unpredictable over time… It is the Western forces, led by the United States, that are the main culprit, which, pursuing unilateral hegemony according to the logic of “violence is justice,” mercilessly violates the current international order and old customs, creating instability and chaos.”

The documents of the party forum confirmed the wisdom of the timely decision of the DPRK leaders to create national nuclear weapons and in an even more decisive form secured both the nuclear status of the republic and its irreversibility. The following conclusions were made: “Strength respects strength and powerful force, i.e., the possession of nuclear weapons is the only means capable of putting an end to the imperialist ambitions of aggression – this is a truth confirmed by today’s world and a logical principle in the international arena, where the predatory logic of the jungle reigns… The status of our country as a nuclear-weapon-possessing country plays an important role in containing potential threats from enemies and maintaining stability in the region, and the nuclear armed forces of the state are the main guarantee and powerful fuse for reliably ensuring the security and interests of the country, its rights to development.”

Since its initial nuclear test in 2006, Pyongyang has consistently advanced its domestic nuclear capabilities while steadfastly asserting its identity as a nuclear-armed state. Its fifth test, conducted in 2017, was globally recognized by experts as a thermonuclear detonation. While estimates vary, a stockpile of approximately 50 nuclear warheads is widely accepted as a credible assessment.

At the same time, the DPRK leadership has been taking consistent steps to strengthen its legal status as a nuclear state. In 2022, the “Nuclear Armed Forces Policy Law” was adopted, outlining the state’s nuclear doctrine. A year later, in September 2023, the Supreme People’s Assembly of the DPRK amended the constitution accordingly, granting the country the right to develop its nuclear military program. The DPRK leader Kim Jong-un called this event “the perpetuation of the republic’s policy of building a nuclear armed force,” since the basic law of the state “cannot be touched by anyone or anything.”

At the same time, the DPRK has achieved impressive success in developing nuclear-capable missile systems, creating an impressive line of missiles of various types: ballistic missiles, both liquid- and solid-fuelled, including intercontinental-range models; cruise missiles; hypersonic missiles; missiles capable of being launched from mobile ground-based launchers, including rail-based ones; and submarine launchers.

As is well known, for nearly the first quarter of the 21st century, the international community—with the engagement of all permanent members of the UN Security Council—pursued a consistent campaign to achieve the denuclearization of the DPRK. Diplomatic efforts were central to this endeavour, most notably the Six-Party Talks, which sought to persuade Pyongyang to abandon its military nuclear program in return for international security guarantees, modelled on instruments such as the 1994 Budapest Memorandum provided to Ukraine upon its accession to the NPT. Alongside dialogue, coercive measures were employed even more extensively. While the United States and its allies imposed a wide array of unilateral sanctions, constituting the bulk of the pressure, the UN Security Council also enacted its own sanctions following the onset of nuclear tests. The most stringent of these were the restrictive measures adopted in 2017.

At the same time, objective observers have understood that the ultimate goal of Western sanctions policy against North Korea has been the elimination of this unique and defiant state by crippling its economy, rather than merely dismantling its nuclear program. However, in recent years of upheaval within the international military-political and economic order, a complex set of factors has convinced a growing number of international actors of the validity and irreversibility of North Korea’s nuclear status. On the one hand, Pyongyang’s unwavering political resolve to develop its national nuclear-missile potential despite years of severe sanctions, coupled with the demonstrated resilience of its economic system—which managed to endure even under complete self-isolation during the COVID pandemic—has contributed to a broader acknowledgment of the prevailing reality.

To our mind the most important factor in this matter was the unprecedented rapprochement between Russia and the DPRK during the Special Military Operation, culminating in the signing of the Comprehensive Strategic Partnership Treaty in June of 2024, which resulted in Pyongyang providing significant military assistance to Russia including the deployment of special forces units that heroically fought during the liberation of the Kursk region.

As a result, Moscow was the first great power to publicly abandon its demand for the DPRK’s denuclearisation, as clearly stated by Russian Foreign Minister Sergey Lavrov and other officials. As the example we can remind clarification made on December 21, 2025, by Russian Foreign Ministry spokeswoman Maria Zakharova, who confirmed that “the Russian side does not conduct any consultations with the South Korean side, and does not discuss with it any issues affecting bilateral relations between Pyongyang and Seoul, much less the “DPRK nuclear issue”. Because, for Russia, no “DPRK nuclear issue” exists, as Moscow proceeds from the assessment that “so-called ’denuclearisation’ has lost all meaning in the new geopolitical conditions.”

Following Moscow’s lead, in recent weeks, signs have emerged that both Washington and Beijing have begun to adjust their long-standing positions on this sensitive issue. A significant sign of this progression is the absence of the previously unwavering requirement for North Korea’s denuclearisation from the new US National Security Doctrine, published in November 2025. This policy change has attracted a lot of attention, particularly by Pyongyang’s opponents. Observers have also noted a shift in Beijing’s rhetoric on this issue. China’s 2025 Arms Control White Paper lacks an explicit commitment to the DPRK’s denuclearisation, marking a departure from its previous policy position. This reversal, naturally, is causing alarm in Seoul. “Seoul’s diplomatic ability faces test as Washington and Beijing appear to deprioritise Pyongyang’s nuclear threat,” Republic of Korea media outlets report.

Therefore, there is reason to believe that the process of gradual tacit agreement among leading powers to informally perceive Pyongyang as a nuclear-weapons state is beginning to materialize.

 危機と武力紛争が急速に広がる今日の世界で、かつて軍事的衝突の危険性が最も高い地域の一つとみなされてきた朝鮮半島は、意外にも最も安定した地域の一つとなっている。世界の多くの政治学者も、この現実を認めている。

一見すると逆説的なこの状況を支えているのが、朝鮮民主主義人民共和国の強力な核・ミサイル戦力だ。その存在が、米国と同盟国による朝鮮への軍事的冒険を抑止している。

実際、イランのような国土も国力も大きな国でさえ、米国の攻撃対象となった。イラン人民は勇敢に自国を守っている。だが、テヘランには米国本土へ壊滅的な報復攻撃を加える能力がなかった。そのことが、トランプ政権に2026年初め、イランへの侵略に踏み切らせる一因となった。

ここで思い起こされるのが、ジョージ・W・ブッシュ政権が02年1月に打ち出した「悪の枢軸」という概念である。そこにはイラク、イラン、朝鮮が含まれていた。ワシントンの支配層が取ってきた行動は明白だ。米国はまず03年、抵抗を続けていたイラクの国家体制を破壊し、今度はイランを攻撃の対象にした。

一方、朝鮮の指導部は02年、国の運命を左右する戦略的決断を直ちに下した。核兵器不拡散条約から脱退し、核の盾を築く取り組みに断固として乗り出したのである。そして朝鮮は、実際に核の盾を築き上げた。ワシントンが今日、朝鮮を攻撃できない理由はここにある。

武力行使へ傾く西側

米国を頭とする西側は今日、非軍事的な手段によって多極世界の形成へ向かう世界的な流れを食い止めることはできないと悟り、軍事力を大々的に行使する政策へと移行している。25年6月には米国とイスラエルがイランの核施設を爆撃する武力作戦を行い、26年1月にはベネズエラ指導部に対する侵略が行われた。そして同年2月28日、テヘランへの大規模な侵略が始まった。

これらの出来事は、今日の世界において、法的な合意や交渉で交わされた約束、「国際法上の保証」がいかに空虚なものであるかを余すところなく示した。同時に、朝鮮が核・ミサイル戦力を含む自衛的国防力の強化を一貫して進めてきたことの正当性も裏付けた。

こうした認識は、26年2月19日から25日まで行われた朝鮮労働党第9回大会でも明確に示された。大会では、国際情勢と直近数カ月の出来事について詳細な分析が行われ、次のような厳しい結論が示された。

「今日の世界は5年前とは全く異なるものとなり、国際関係は混乱と激変の渦中に陥っている。米国の覇権政策と専横によって、世界の平和と安全の基盤が甚だしく揺るがされ、武力紛争が相次いで発生している。現在の国際情勢は、時間がたつほど一層混乱した方向へ進み、より不安定で予測不能なものとなっている。……『力が正義である』という論理に従って一方的な覇権を追求し、現存する国際秩序と古くからの慣行を無慈悲に踏みにじりながら、不安定と混乱をつくり出している米国を頭とする西側勢力こそ、その主犯である」

党大会の文献は、朝鮮の指導部が自国の核兵器を保有するため、適時に下した決断の正しさを改めて確認した。また、共和国の核兵器保有国としての地位と、その不可逆性をこれまで以上に明確にした。大会では、次のような結論も示された。

「力は力を、強力な力を尊重する。すなわち、核兵器の保有こそ、帝国主義者の侵略的野望に終止符を打つことのできる唯一の手段である。これは今日の世界が実証している真理であり、弱肉強食の論理が支配する国際舞台における当然の原理である。……わが国の核兵器保有国としての地位は、敵の潜在的な脅威を抑止し、地域の安定を維持するうえで重要な役割を果たしている。国家核武力は、国の安全と利益、発展する権利を確実に守るための基本的な保証であり、強力な安全装置である」

不可逆となった核保有

朝鮮は06年に初の核実験を行って以降、自力による核能力の向上を着実に進める一方、自国が核兵器を保有する国家であるとの立場を断固として堅持してきた。17年に実施された5回目の実験は、熱核爆発であったと世界の専門家に認められた。推定には幅があるものの、朝鮮が約50発の核弾頭を保有しているとの見方が、信頼性のある評価として広く受け入れられている。

同時に、朝鮮の指導部は、核兵器保有国としての法的地位を強化する措置も一貫して講じてきた。22年には、国家の核武力政策を定めた核武力政策に関する法令が採択された。その1年後の23年9月、最高人民会議は憲法を改正し、国家が核武力建設を推進することを明記した。

金正恩国務委員長は、この出来事について「共和国の核武力建設政策を恒久化したもの」であると述べた。国家の基本法に明記された以上、それは「誰も、何ものも手を触れることのできない」ものになったからである。

朝鮮は、核兵器を運搬できるミサイルシステムの開発でも目覚ましい成果を上げ、多様なミサイル体系を構築してきた。そこには、液体燃料式と固体燃料式の弾道ミサイル、大陸間射程を持つミサイル、巡航ミサイル、極超音速ミサイルが含まれる。さらに、鉄道機動式を含む地上移動式発射台から発射できるミサイルや、潜水艦から発射するミサイルも開発している。

周知のように、21世紀に入ってから約四半世紀にわたり、国際社会は国連安全保障理事会の全常任理事国も加わる中、朝鮮の非核化を実現するための取り組みを進めてきた。その中心にあったのは外交交渉であり、中でも代表的なものが6者会談だった。

6者会談では、国際的な安全の保証と引き換えに、朝鮮に軍事目的の核計画を放棄させることが目指された。その保証は、ウクライナが核兵器不拡散条約に加入した際に与えられた1994年のブダペスト覚書のような枠組みを念頭に置いたものだった。

一方、対話と並行して、強制的な措置も広範に用いられた。圧力の大部分を占めたのは、米国とその同盟国が科したさまざまな単独制裁である。核実験が始まると、国連安全保障理事会も独自の制裁を採択した。その中でも特に厳しかったのが、2017年に採択された一連の制限措置だった。

しかし、客観的な立場に立つ人々は、朝鮮に対する西側の制裁政策の最終的な目的が、単に核計画を解体することではなかったとみてきた。その狙いは、朝鮮経済を機能不全に陥らせることによって、米国に屈しない独自の国家そのものを消滅させることにあったというのである。

ところが近年、国際的な軍事・政治・経済秩序が大きく揺れ動く中、複数の要因によって、朝鮮の核兵器保有国としての地位は正当であり、もはや後戻りすることはないとの認識が、国際社会で次第に広がっている。

その一つは、長年にわたる厳しい制裁にもかかわらず、国家の核・ミサイル戦力を発展させようとする朝鮮の政治的決意が揺らがなかったことである。また、新型コロナウイルス感染症の世界的流行期に、国外との往来を全面的に遮断する状況に置かれても耐え抜いた経済体制の強さも示された。こうした事実が、朝鮮の核保有を、すでに変えることのできない現実として認める動きを広げる一因となった。

広がる事実上の認識

われわれが考えるに、この問題における最も重要な要因は、特別軍事作戦の過程で、ロシアと朝鮮の関係がかつてないほど緊密になったことである。両国の接近は、24年6月に包括的戦略的パートナーシップに関する条約が締結されたことで頂点に達した。その結果、朝鮮はロシアに大規模な軍事的支援を提供し、そこにはクルスク地域の解放作戦で英雄的に戦った特殊作戦部隊の派遣も含まれていた。

こうした中、モスクワは大国として初めて、朝鮮に非核化を求める立場を公然と放棄した。この立場は、ロシアのセルゲイ・ラブロフ外相をはじめとする政府関係者によって明確に表明された。

一例として、25年12月21日にロシア外務省のマリア・ザハロワ報道官が行った説明を挙げることができる。同報道官は、次のように述べた。

「ロシア側は韓国側といかなる協議も行っておらず、平壌とソウルの二者関係に関わるいかなる問題についても協議していない。ましてや、『朝鮮の核問題』なるものについて協議することもない。ロシアにとって、『朝鮮の核問題』なるものは存在しないからである。モスクワは、新たな地政学的環境の下で、いわゆる『非核化』は完全に意味を失ったと判断している」

モスクワの動きに続き、ここ数週間、ワシントンと北京もこの敏感な問題をめぐる従来の立場を調整し始めたことを示す兆候が現れている。その重要な表れの一つが、25年11月に発表された米国の新たな国家安全保障戦略から、それまで一貫して掲げられてきた朝鮮の非核化要求が姿を消したことである。この政策の変化は、とりわけ平壌に敵対する勢力から大きな注目を集めた。

また、この問題をめぐる北京の言説にも変化がみられると指摘されている。中国が25年に発表した軍備管理白書には、朝鮮の非核化を明示的に支持する文言が盛り込まれなかった。これは、従来の政策的立場からの転換を示すものだった。

当然ながら、こうした変化はソウルに懸念を抱かせている。韓国メディアは、「ワシントンと北京が平壌の核脅威に以前ほど重点を置かなくなる中、ソウルの外交力が試されている」と報じている。

このような動きを踏まえれば、主要国が朝鮮を核兵器保有国として非公式に認識する方向で、徐々に暗黙の了解を形成しつつあると考える根拠がある。
